Raise Dead

If I were to cast this, and I don't have any models to put on the board, is that a bad thing?

If you can't put the models down, the spell does nothing. I would let you use proxies (as would most in a friendly game) but in a tournament you'd be F'ed. as well as if you raise more models then you have, says you get 12 zombies but only have 10... only 10 models come on to the board.

Josh has the right of it. Any spell that creates new models requires the actual models to work. Some spells, like Dreaded Thirteenth or Tzeentch's Firestorm, which cause damage and then create models, will still do the damage even if you don't have the models. So if you cast Wind of Undeath, you still cause a wound to everything on a 4+, even if you don't have the Spirit Host models to represent the new unit created.
